6. COUNCIL

6.1 The Council shall consist of a Chairperson, Vice-Chairperson, Secretary, Treasurer, not less than three and not more than seven other members of the Congregation.

6.2 The Chairperson, Vice-Chairperson, Secretary, Treasurer, shall not be eligible for more than three consecutive two year terms in any one office.

6.3 The Officers and Council members shall be elected by and from the full members of the congregation at the Annual General Meeting, the Officers in alternate years as follows:
1st year: Chairperson, Treasurer, 2nd year: Vice-Chairperson, Secretary

The other members of the Council shall be elected for two-year terms alternately.

6.4 The Council shall have the power to appoint committees consisting of members of the Council and members of the Congregation and may delegate to any committee the power to appoint thereon members from the members of the Congregation. Such committees shall have power to appoint their own officers as they think fit. Every committee shall keep minutes of its proceedings and accounts of all monies received and expended by them which shall, from time to time, be reported to the Council. Copies of minutes shall be forwarded to the Chairperson and the Rabbi. Their accounts, duly audited, shall be included in the Annual Report of the Treasurer.

6.5 Should the number of elected members of the Council fall below the allotted figure, or should it be required to co-opt additional member or members, then the Council shall have power to elect by ballot a member or members to fill the vacancy, subject to the condition that the number of co-opted members shall not exceed one half of the originally elected Council. Due notice shall be given of such proposed election to all members of the Council in the circular convening the meeting at which the election is to be made. Acceptance shall be dependent on not more than two noes in the ballot.

6.6 The power to appoint and determine the services of a Rabbi, Minister or other officer or servant of the Congregation shall be vested in the Council who shall have full power and authority to determine the length of the initial contract of any such officer or servant and their terms and conditions thereof.

6.6.1 The decision to appoint a salaried Rabbi or Minister shall be vested in an Annual General Meeting or Extraordinary General Meeting called for that purpose.


6.6.2 Council shall have full power and authority to advertise such a post and to interview candidates.

6.6.3.Council shall propose a candidate for appointment to an Annual General Meeting or Extraordinary General Meeting, after seeking the views of the community through informal contacts.

6.6.4 Council shall have full power and authority to negotiate contractual details with any such Rabbi or Minister that an Annual General Meeting or Extraordinary General Meeting shall have resolved to appoint. This power and authority shall continue for the duration of an appointee's service.


6.6.5 The decision to dispense with the services of a Rabbi or Minister, on other than disciplinary grounds, shall be vested in an Annual General Meeting or Extraordinary General Meeting. Where the Council feels that a disciplinary offence merits instant dismissal, such a decision shall be put to an Extraordinary General Meeting for approval as soon as practicable.


6.6.6 Where the appointment of a salaried Rabbi or Minister proves not to be viable, the provision of a visiting Rabbinic support shall be determined by Council.


6.6.7 The power to appoint, determine and dispense with the services of any other salaried servant or officer shall be vested in Council, subject to agreement by a subsequent Annual General Meeting or Extraordinary General Meeting.


6.7 The Council shall consult with the Officers and/or Rabbis and Ministers of the Union upon:-

6.8 All questions relating to the services and practices of the Congregation

6.9 The terms and conditions of election to, and continuance of, membership of the Congregation.

6.10 All questions relating to the administration of the affairs of the Congregation that may touch and concern the Union generally.
