10.2 A summons containing a notice of the time and place appointed for holding a meeting of the Council shall be forwarded by the Secretary to every member at least seven days prior to such meeting, unless the urgency of the business does not admit of such summons being so forwarded, when such notice as time and circumstances permit shall be given. An Agenda shall be sent at least three days prior to the meeting and shall set forth, as far as possible, the matters for consideration thereat, provided however that any matter not referred to in such notice may, notwithstanding such omission, be dealt with at such a meeting with the consent of the Chairman and all persons present at such meeting.
10.3 At each meeting of the Council the Chair shall be taken by the Chairperson, or in their absence the Vice-Chairperson, or failing that, the members present shall elect one of their number to Chair the meeting.
10.4 At every meeting of the Council the minutes of the preceding meeting shall be read and, if they have been correctly recorded, shall be confirmed. Upon the motion to confirm such minutes being put forward from the Chair, no discussion shall be allowed thereon, except as to their correctness.
10.5 All notes, matters and questions to be done, determined and decided by the Council shall be done, determined and decided by the majority of the persons present and voting at a meeting of the Council. The Chairperson at any such meeting shall, in case of an equality of votes, have a double or casting vote. Five persons shall form a quorum at any meeting thereof.
10.6 Any three members of the Council, or any fifteen members of the Congregation,
may by requisition in writing addressed to the Secretary and stating the subject
or subjects to be considered, require a meeting of the Council to be convened
for that special purpose and such meeting shall be called within seven clear
days from the receipt of such requisition and shall be held at a period not
later than fourteen days thereafter.
